　　中新网4月28日电 据四川省纪委监委网站消息，日前，经四川省委批准，省纪委监委对绵阳市政府原党组成员、副市长刘海昌严重违纪违法问题进行了立案审查调查。

　　经查，刘海昌丧失理想信念，背弃职责使命，权力观、政绩观扭曲错位，搞投机钻营，结交政治骗子，违背新发展理念、背离高质量发展要求，给党和国家造成重大损失，不落实巡视整改要求，对抗组织审查；违反中央八项规定精神，收受可能影响公正执行公务的礼金；违反组织原则，在干部任用中为他人谋取利益；将公权力沦为谋取私利的工具，利用职务上的便利，为他人在项目招引、资金扶持、干部任用等方面谋取利益并收受财物，数额特别巨大；任性妄为，滥用职权，致使公共财产、国家和人民利益遭受重大损失，情节特别严重。

　　刘海昌严重违反党的纪律，构成严重职务违法并涉嫌受贿、滥用职权犯罪，且在党的十八大后不收敛、不收手，性质严重，影响恶劣，应予严肃处理。依据《中国共产党纪律处分条例》《中华人民共和国监察法》《中华人民共和国公职人员政务处分法》等有关规定，经四川省纪委常委会会议研究并报省委批准，决定给予刘海昌开除党籍处分；由省监委给予其开除公职处分；收缴其违纪违法所得；将其涉嫌犯罪问题移送检察机关依法审查起诉，所涉财物一并移送。
